Will Apple approve a website wrapped as an app?
Apple rejects bare wrappers under Guideline 4.2. I add native features so the app does more than a browser. Approval is Apple’s decision, so I can’t promise it.
Do I need my own developer accounts?
To publish, yes: an Apple Developer account and a Google Play Console account. I can guide you through setup, or you can invite me with limited access.
Which tools do you use?
