As you know e-commerce has a lot of requirements beyond advertising like; - Market research - Product quality - Price - Trust - Awareness and many more. If the business is not ready, advertising wouldn't help. I can only guarantee setting up the perfect ad campaigns and to take the right steps.
Do you help with a suspended Merchant Center account?
Unfortunately, this is not with my service.

As long as the suspension reason remains, it won't help to create new accounts, they'll keep suspending. So, creating a new account would not help, you should find the problem and appeal for a re-review after removing it.
