Two reasons. FinOps remediation is highly variable — some recommendations are 5-min fixes, others are multi-week migrations. Bundling them creates scope creep on both sides. Second, many teams want the plan but execute internally — keeping plan and execution separate lets you choose.

I work via read-only IAM roles or audit-scoped users — no write access needed. Credentials are never stored in plaintext. Access is revoked at engagement close. NDA on request.
