I do recommend WordPress for independence, however choice is yours. Don't gamble with designers that make the same job for every client, stand out. Modern websites with dynamic backgrounds welcome.

Can I add a GIF as my website background?
Yes you can!!!! I deed I do recommend it. Modern dynamic websites are proved to be 70% more engaging that still images background ones.
Do I need any extra cost to maintain my website?
Yes. You need to buy a domain, which cost around 7$ a year. Over that you'll need a server. I can recommend fast servers to host your site that goes on about 2'40$ a month. Note that this is mandatory if you want to have a website. It's not up to me :)
