What access do you need?
Whatever you feel comfortable with. No need for the account where your domain and hosting lives but just access to go into the Hosting Control Panel such as cPanel or Plesk would be more than enough. If you need help setting this up I can show or send you information on this.
What is the difference between migrating a website and transferring?
Nothing really, it's just jargon. Both of them mean moving your website from one hosting to another or one "space" to another.
Why do you charge for this?
It's more than just downloading and reuploading files, it's also creating a new database and importing the existing one into it then changing all the settings in your configuration file to find the new database and then when something goes wrong you need to know how to fix it, luckily I do.
Will there be any downtime?
Short answer is no. As long as your existing hosting your website loads from stays alive and working the migration will not affect the site. When everything is done the domain needs to be pointed to the new hosting and for a few hours the site will either load from the old hosting or the new.
