Why do we need to do the upfront documentation. I already know that stuff (Scope, matrices, etc)?
To ensure the risk program will be successful, these items must be documented and understood by all parties. It sets better expectations for all involved parties.
What will this provide me with at the end?
If you complete the Premium step, then you will have everything you need to prepare for an external client audit or an external ISO certification review. Also, you'll be able to establish your standards with your partners to attain certifications, such as ISO 27001 or ISO 42001.
