In my own account a phone-click action was counting 222 conversions against 70 actual connected calls, sitting in the Primary column, steering every bid. Meanwhile the action tracking real closed sales had fired zero times in 30 days, so every deal that closed offline was invisible.
What I check:
- Every conversion action: what fires it, Primary or Secondary, and whether it should be
- Double counting and duplicate tags, the most common cause of inflated results
- Call tracking that counts clicks instead of connected calls of real length
- Conversion values: real revenue, or a default number somebody typed once
- GA4 key events vs Ads conversions, where they disagree and which one is lying
- Enhanced conversions, consent mode, attribution windows and data-freshness traps

How do I know my tracking is even broken?
Two fast tells: your Ads conversions and your GA4 key events disagree by more than about 10 percent, or your reported conversions are more than double the leads your team can actually name.

Do you need admin access?
Standard and Premium need edit access to Google Ads, GA4, and Tag Manager. Basic can run on read-only access.
What is offline conversion import and do I need it?
If your sales close by phone or in person, your best conversions never touch a thank-you page, so Google cannot see them and cannot bid toward them. Offline import sends the closes back.
Why does the click ID matter?
Without a stored click ID on the lead, an offline close can never be matched back to the ad that produced it. In my own audit, 25 of 26 closed leads had no click ID stored.
