Sorry, Wordpress.com is different from Wordpress.org. We can only design a website on Wordpress.org provided script which will run on a hosting server & you need a hosting server and domain name for that.
Will you connect domain to my hosting and install WordPress?

Will I be able to edit my website?
Even if you don't know any programming language, You can easily edit your website. This is the power of WordPress. After watching a few tutorials, you can change anything. I will send the tutorial at the end.
Can you build me a website even though I don't have any content to publish?
