Yes, Shopify allows their partners to create stores for development purposes which aren't limited to the usual 14 days of free trial. Clients can take as much time as they need to make their store ready.
Can I start selling with this store?
You can use this store for testing purposes only. You can only sell to your real clients after your launch and switch to a paid plan.
Can I change the Password page?
You can only change the password but can't disable it completely until you launch your store.
