Do I need a Certificate of Need for a non-medical home care agency in DC?
No. The CON requirement applies to skilled Home Care Agencies. If you provide only personal care and supportive services, you are licensed as a Home Support Agency and apply directly to HRLA with no CON.
Can I bill Medicare as soon as I get the DC license?
State licensure and Medicare certification are separate. As of May 13, 2026, CMS paused new home health and hospice Medicare enrollment nationwide for six months. You can obtain the DC license now and we position you for enrollment when it reopens.
What do I need before you can start?
Your legal entity (or plan to form one), the services you will offer (skilled vs non-medical), an intended Director, and a DC office plan. Not sure about any of these? Start with the Basic roadmap package and we will map it together.
