Do you (the customer) need to provide usernames and passwords to your Cloudflare account?
In short; Yes because we'll need to log in to make the required changes.
What if the domain I am redirecting from is within Cloudflare, but the new one isn't. Is this possible?
Yes. It does require a few extra tricks to accomplish. Ideally, for best results, both domains should be within Cloudflare.
