Drupal Core will be updated to the latest 9.5.X version if possible and all modules to their latest version.
Please note that not all modules have Drupal 10-ready versions but by the end of this, you will know what the status is to make them ready for the Drupal 10 upgrade.

The report includes not only whether the system is fully upgradable but will include suggestions for modules that can not be upgraded.
Packages for a basic upgrade start at ~$250 (minus the cost of this package). This would include Drupal, contributed modules, and the theme.
You can take your report to someone else if you like.

Why can't you promise the updates will be done?
All sites are different and sites that have not been updated regularly may have outdated code that is time intensive to fix. That said if you don't have custom modules and/or haven't patched and modified modules you should be fine.
