Can you manage a brand new server with zero members?

What languages do you support?
My main working language is English and German. For other languages I can still handle moderation setup and structure, but active chat engagement works best in English or German.
My server is completely dead. Can you revive it?
I've worked with inactive servers before and there's usually a way forward. But I'll be honest with you after looking at it, some servers need structural changes first before management makes sense.
