Will the discussion about problem statement and bug also cost me?
Not at all! We can discuss about the bug and it's reproduction for absolutely free. We can discuss until the developer is satisfied and have understood the problem.
The per hour rate also guarantee of bug fix?
The per hour rate is just for the efforts developer put in and it doesn't guarantee of issue big fixed. Debugging and bug identification is tricky at times. I'll put 100% effort to resolve the bug under an hour but the charges has to be for the efforts. Additional hour rates are mentioned.
Which technologies you can resolve bugs for?
