Yes, you can fill out the form on a mobile device using a PDF reader app that supports fillable forms. but Unfortunately, mobile devices and tablets no longer support (Buttons or Advanced Tasks) the Adobe Reader/Acrobat app.

Unfortunately, advanced tasks like custom JavaScript buttons (Email, Save, Print) may not function well on mobile due to PDF reader compatibility. For best results, use a desktop or laptop for these features.

There are many third-party PDF readers, but you must open fillable or editable PDFs with Adobe Acrobat, the official, and free software by Adobe, it's the only way to be sure that everything will work perfectly, because I will create Fillable PDF Form in Adobe Acrobat DC.
