yes, playstation/xbox/mobile all uses "MC Bedrock Edition" and java is only for PC and Labtops, so i can convert from bedrock to java or the opposite.

No, there is no need to activate cheats in the world in order to convert it.
Do Command blocks work when you convert the world?
unfortunately, No. command blocks wont work if the world was converted
