What do you need to work on this task?
WP CLI is purely a server side work and so you will have to provide cPanel or Plesk logins of your server. Otherwise I will not be able to help.
Does server configuration limitation effect how CLI command runs?
Yes, WP CLI works right inside server and so server configuration MUST be in match with what is required for your task. If you have large scale data to be processed your server configuration will need to be setup in way to allow large scale process of CLI Command.
Can you develop custom CLI command for specific requirements?
