How to choose the right pack?

Will the backlinks be indexed?
Not necessarily, it is Google that decides if a web page is indexed. But all backlinks will be crawled by Google (with the premium service Lindexed), I found that by crawling a link Google took it into account in its algorithm even if it did not index the page.
Will the links be on French sites?
The links will be on blogs with articles written in French. So French blogs but not all in .fr, there are also .com for example! The goal is to vary to have a natural link profile. Google does not take into account the TLD (.com, .fr, .es, etc) to determine the language of a page but its content.
Is there a guarantee on the service?
