Can you guarantee my app gets approved?
No, and anyone who does is selling you something. What I can tell you is whether your specific rejection is fixable, before you pay for the fix. If it is a hard guideline problem, where the app does something Apple does not allow at all, I will say so on day one and you keep your money.
Do you need access to my Apple Developer account?
Yes, as an Admin or App Manager invite to your own account. Your company keeps ownership of the app and the account. I never publish a client app under my own account, because that leaves you unable to move it later.
