No. This gig strictly covers UI/UX design, layout creation, wireframing, and interactive prototyping in Figma. I provide the developer-ready blueprint (Figma source file). You or your developer will need to use that file to code the functional website.
What do I need to provide to get started?

What is a Figma Source File and why do I need it?
