If you're looking for an idea on time limit for the length of your voice over, it's best to average about 140 - 150 words per minute if read at a natural pace.

Commercial rights covers you for use on any platform which isn't broadcast. For example, website, YouTube or social media.
What do broadcast rights include?
This covers you for any radio or TV usage for anything up to a year. Longer periods can be discussed.
