If a tester drops out, it can reset your engagement streak. With my Standard and Premium packages, I include extra testers as a buffer and provide same-day replacements if anyone opts out, so your 14-day window stays intact.

How long does the whole process take from start to finish?
The testing itself takes the mandatory 14 consecutive days once 12+ testers have opted in. After that, Google's review for production access typically takes up to 7 days, though this part is controlled by Google, not me.
Do I need to submit anything to Google myself, or do you handle everything?
