The real fix is in the Women Free Cap campaign we need to tell it "don't show if a free cap is already in the cart".

Go to Women Free Cap Campaign rule scroll down to Advanced settings and tick "Limit to one use per customer" this will stop it from showing the popup again once a cap has already been selected.

This is the correct fix this time because it's the same campaign firing twice, not two different campaigns!
