The provisional application is filed to protect your invention as early as possible to secure the earliest priority date. Claims are not mandatory.

When to file - You can opt for provisional when your invention is under development and you want to reserve earliest priority date. Once the invention is fully developed, you can file a non-provisional application with a full technical specification (Including claims). The non-provisional or complete application can be filed within 12 months from the date of filing of provisional application.
