Is this a binding customs ruling?
No. Only your customs authority can issue a binding ruling. What I give you is a classification with the reasoning and the official tariff line, so you and your broker can check it and defend it at entry.
Which countries can you cover?
US, UK, Germany and the wider EU, Canada and Australia are the ones I work in most. Ask me first for anywhere else. I will tell you honestly if I cannot find a reliable official source for that market.
