All APIs ship with plain files, requirements.txt and basic instructions. Unless you select detailed code commenting, it is assumed you are familiar with basic setup scenarios of Python virtual environment, installing pip packages, opening ports, allowing services to pass through, HTTP server setup etc.

We need a voting API for an online contest (24hrs lock-out, verification link to email ...)
API Light all the way. Mailing template and smtp settings should be setup by you. If you need HTML templates check my other gigs. Integrations for related gigs won't cost you a dime.
Is API Lite enough for storing MQTT data to SQL or InfluxDB?
Endpoints are not need to parse MQTT data and write to DB. Endpoints are used for fetching data later. Select API Light for anything related ti writing periodic or real-time data to DB.
We have a large citizen user database, how many endpoints do we need?
Number of endpoints don't depends on the size of the database. Select API Lite, if you only need to view, browse or fetch data. For full CRUD go at least with API Standard.
What plan do I need for user registration API? Does this also include user login?
API Light is perfectly fine, three endpoints give you enough flexibility and minimal friction. If you need register + login and your frontend is still in dev, go for API Standard at least.
