Will you fix the issues you find?
The packages include review findings and recommended corrections. Editing the schematic or PCB can be quoted after assessing the changes.
Can you review Gerber files without editable sources?
Yes, for fabrication checks. A full electrical review also needs schematics and preferably editable PCB files.
Does your review guarantee a working board?
No. A file review helps identify risks, but hardware validation and relevant testing are still needed.
Do you physically test the board?
Physical testing is not included in these packages. Any hands-on testing requires a separate agreement.
