A seamless design is a Square graphic that when placed within a grid creates an endless pattern - the pattern can involved shapes, colours, icons, characters, letters etc. however when viewed as a whole the pattern repeats without a break across the tiles.

Vector designs have a mathmatical base this means you can get very accurate lines and also scale the graphics up to enormous sizes which is great for real-world printing and super high resolution static and motion graphics. Standard designs use bitmaps which can't scale or work in motion as well.

Raster effects are the kind of effects you see in Photoshop (non-vector graphics) e.g. Blurs, glow, pixels, gradients. They can make vector graphics look awesomeand they can be set to any resolution so you can still use those graphics for your print and digital products.
