I used to work full time as a junior graphic/web designer for about a year and 2 months. 

If the design task will be just for a homepage and not really that difficult and complicated it should not take 20 days.

For the premium package we can convert a single page design into a working website using html and css but the deadline will differ and may take additional months than what is indicated. This is also only limited to 5 minimum pages in a website.
