I'll make an illustration based on your idea, it's perfectly fine if you send a reference (it can even be a real picture).
To start things off, I'll make a sketch and once it's approved I'll start the illustration, things such as color palettes and details can be suggested from the beginning or during the revisions, although if there's important details I suggest to please let me know from the start.

If you only require the illustration I'll make it in Procreate, and if you require the document with vectors I'll do it in Adobe Fresco.
