Actually, vector files are infinitely scalable compared to photos or images. They are made of shapes and lines instead of pixels which will allow them to be printed or used in almost any size needed.
How much time do you need to create vectors from my image(s)?
It depends on the complexity of your image(s). Some can be done in an hour or less, whereas some need a couple of hours or more.
Which files can be converted to vector?
Mostly, logos, graphics, and texts alongside sketches and artworks. Photographs are not meant to be created in vector. People do use some vector portraits but you can't get the Photo-realistic look in vector images. But yes, vector files can be very detailed.
