If the voice over will be used in an ad that you pay to display or air on the internet, radio, television, streaming music or video service, social media site, etc., then yes. Broadcast Rights are a "full buy out" meaning that you own the rights to the recording. Otherwise I retain the rights.

Yes, you'll just need to multiply your word count by how many takes you'd like of each line. For example, if you have 100 words and want me to do three takes, then your order will be for 300 words.
