I will develop a small native windows desktop tool with the win32 API

About this gig
I build small Windows programs in C++ with the Win32 API. Not an Electron app with a 200 MB runtime, but a single exe that starts and does what it is supposed to do.
What I have experience with:
- transparent overlays drawn on top of running applications
- drawing with Direct2D and Direct3D
- system wide hotkeys
- configuration in your own file format
- packaging for the Microsoft Store
You get the finished program, the complete source code and a guide so you can build it yourself.
What I do not do: drivers, kernel modules, anything that touches antivirus software, and anything that hooks into other people's software without their permission. If your idea falls into that group I will say so on day one instead of taking the order.
Tell me as precisely as you can what the program should do, which Windows version it has to run on, and whether it needs a window or a command line is enough.

FAQ
Why not Electron or Python?
Because you would ship a runtime larger than the program itself. A Win32 exe is a few hundred kilobytes, starts instantly and needs nothing installed. If your tool genuinely needs a web stack, I will say so instead of forcing Win32 onto it.
Can you build an overlay that sits on top of another program?
On software you own or have written permission to modify, yes. Anything that reads or changes another company's program without their permission, no. That includes game cheats. I will say so before you order rather than after.
Do I get the source code?
Yes, in every package, together with a short guide showing how to build it yourself in Visual Studio. No licence tied to me, no account you have to keep with me. You can hand it to another developer at any time.
