yes they are for the most part, it all depends on the mod you want but I'll do everything I can to make it so.
Are mods server-side only?
it depends on the functionality, if it's only biomes, dimensions or procedures based on vanilla elements, then the mod will only be necessary on the server side, otherwise for the vast majority of cases the mods must be both client- and server-side.
