It means that customization commands will be counted as real commands. So if you chose a package with 10 commands then if you want to add a customization command you will have 9 commands left.
What does "does not include customization commands" means ?
It means that you have an unlimited number of customization commands and that these types of commands won't be counted as regular commands.
