Will you just tell me to rewrite everything?
No. Every finding comes with a specific fix and a rank by how much it actually matters, and I will tell you what is already good and worth keeping. A report that says rewrite it all is useless to you.
Do you need to run the application?
Not necessarily. I can review the code as it is. Being able to build and run it makes the review better, especially for performance and database issues, but it is not required. I will sign an NDA.
