Do you also publish application on App Store ?
Yes, we will be fully responsible for that and even will not charge any extra amount for that.
How you make sure app performance just to be like Native in Xamarin ?
Xamarin do offer Native approach to develop single app but worked for both Android & IOS. In this way UI will be designed separately for the both platform but can share the business logic. In this way, believe me you will have exactly the same performance as you will see on native apps.
