No, Only WordPress migration this gig covers.
Does FTP only works to transfer website ?
No if you are providing only FTP than I will need phpmyadmin / database access as well to transfer your website. (This type of transfer will cost one more gig)
Does mail transfer also this gig covers?
Mail transfer is not included in basic gig, you can add another gig for mail transfer. Note : Mail transfer is only possible from cpanel to cpanel.
